Nineteen pages long, Written in an elegant, understated academic hand by the leading Scottish economist Gavin McCrone, presented to the Cabinet office in April 1975 and subsequently buried in a Westminster vault for thirty years. It revealed how North Sea oil could have made an independent Scotland as prosperous as Switzerland

At the time when North Sea oil was first being exploited, Tony Benn was energy minister, and he proposed that the revenue be cordoned off from day-to-day spending and put into a fund to promote Britain’s economic development (what they call a sovereign wealth fund nowadays), in particular to promote industry. The rest of the Labour cabinet dismissed it as typical ‘loony left’ Benn stuff. A few years ago PricewaterhouseCoopers did a report which estimated that if Benn’s plan had been implemented, Britain would now have a fund worth half a trillion pounds at its disposal.

I think if we had found oil on that scale, our problems would be even worse. FF and their friends would have bought successive elections and squandered everything.It would have led to a parasitic culture. Look at what our preening leites think of their entitlements
