The IT says it is pretty much a done ‘deal’.

Fianna Fáil may be willing to commit to allowing Fine Gael to introduce three budgets as part of a deal to put a minority government in place.
Advisers from the two parties met on Wednesday to put the finishing touches to a deal designed to allow a Fine Gael-led minority government take office next week.
Acting Taoiseach Enda Kenny and Fianna Fáil leader Micheál Martin are expected to sign off on the agreement before it goes to the two parliamentary parties for final approval.

RTÉ is a lot more equivocal.

Talks between Fine Gael and Fianna Fáil on the formation of a minority government led by Enda Kenny are due to resume later today.

Party officials redrafted some documents overnight.

Both parliamentary parties yesterday considered the draft agreement on Irish Water agreed by negotiators on Tuesday.

I actually think FF are making it up as they go along, they don’t want to support FG but don’t want an election either.
The water thing seems to have backfired on them a bit in that the people on group water schemes are asking what about us?, those that have paid are asking about their refund and the anti water charges people are saying it’s a fudge (which it is).
Older voters see it as naked FF populism and are reminded of 1977.
I really don’t get why they are so afraid of Sinn Fein.

Kelleher said on Morning Ireland yesterday think the commission should deal with the payments:/ but MM also said he thought a referendum was simplistic because rural water https://www.fiannafail.ie/speech-by-fianna-fail-leader-micheal-martin/ presumably he want the commission and committee to deal with all that.
