In fairness, No 10 should have had a contingency plan for a Leave vote.

Absolutely. I suppose in one sense they did – one crafted by the civil service. But at the same time Leave is so unclear as to what they find acceptable.

Wow, that is back-tracking – re the closeness of the vote if nothing else, It merely adds to the impression he was play acting all along to improve his position in the Tory party. If I were pro-Leave I’d be furious with him. As it is I expected no better.

It really was just a ploy to get the leadership of the Tory Party after Cameron and now he will get the poison chalice that is the post Leave UK.

Daniel Hannan said similar about reflecting the vote/mandate, by continueing to allow movement of labour but not the other benefits, it seem like they want to re-enforce second class worker (citizens) https://twitter.com/guardian/status/746674841898655744 but the buck stops with the Prime Minister, and the Prime Minister is David Cameron, as I said calm down

Sturgeon pointed out that the Scottish Parliament has a veto on Brexit. I would not be shocked if the Tories deny Scotland an indyref just so they will exercise their veto and prevent Brexit.
