The SBP got hold of a memo from Bredan Howlin from his time in government where he argued that cuts in the infrastructural budget were better than cutting day to day spending.

The Minister considers this an appropriate bottom line – any further cons cession on capital spending imply tougher designs on current spending which contain a much higher political risk and stresses that Cabinet members must take this on board.

I wonder if the implication in the story is that political means party political, but my reading is that it means a broader societal problem – mass protest etc. And what’s puzzling is how Howlin could see that the crisis was generating negative outcomes but was unwilling to follow that logic that the state should be much more active in addressing them.
