If the Local Government and Public Services Union went into IMPACT in 1991, the nearest year when May 21st was a Thursday was 1987. Does that sound too early?

Looking further, it looks like there were health service strikes in 1987 (and then social partnership started later that year). There’s this article from June that year: https://www.latimes.com/archives/la-xpm-1987-06-14-mn-7404-story.html

Funny. I was involved a bit in LGPSU in the late eighties. And I thought the leaflet might be from back then. C1987. A time of general cutbacks in all public services and a redundancy programme in local government iirc.

On 1 June 1987, the Irish Times lead story was about hopes for an end to industrial action by the IMO, which isn’t one of the unions listed on the leaflet.

Good idea – I had a look at the 22nd May 1987 and the front page story is “O’Hanlon hints at health funds increase”:
So that looks right.

The Alliance of Health Service Unions dates from 1987. There is a detailed account of the Alliance and it’s campaigns in Martin Maguire’s history of the LGPSU, Servants to the Public pages 263-6.
